“Promphong” asks DSI to investigate collusion in the bidding of the Ministry of Public Health.

July 5 - 'Phrompong', former MP of the Pheu Thai Party, petitioned the DSI to investigate the collusion in the bidding for the 1 billion baht cloud system of the Ministry of Public Health, pointing out that there were overlapping names of directors of several companies. Dr. Prompong Noppharit, former MP and former spokesman of the Pheu Thai Party, traveled to the Department of Special Investigation building on Chaeng Watthana Road to submit a request to Pol. Lt. Wisanu Chimtrakul, deputy director-general of the DSI, and Pol. Lt. Col. Woranan Srilam, director of the Informal Financial Business Division/DSI spokesman, to investigate two cases: an offense under the Bid Collusion Act and an offense under Section 157, with damages worth over 1 billion baht. Dr. Prompong stated that in January, members of the public brought evidence of bid rigging, so they submitted the case to the DSI for investigation. It started with the Ministry of Public Health setting up a central cloud system with a budget of 1 billion ba ht and assigning the National Telecommunications Company (NT) to procure it. The investigation found that NT used a special invitation method instead of the e-bidding method and invited only 7 companies to submit bids. The investigation found that there were overlapping names of several companies' directors. It was also found that only 2 companies submitted a central bid, while the other 5 companies withdrew. The winning company offered a bid of 991 million baht, while the losing company offered 992 million baht, a difference of only 0.16%. Offering a bid lower than 1% is considered cheating and corruption in procurement. NT executives must be investigated, which is against the Bid Collusion and Bidding Act of 1999. The second issue is that NT Company has many suspicious issues. It can be seen from the news reports in many media that gangs cutting cables were arrested in many areas. These cables belong to NT Company that are no longer in use. The people who stole them burned them to sell the copper inside, causing damages worth billions of baht. The NT executives should dig up the cables, sell them, and put the money into the state. This is an offense under Section 157. Next week, I will submit these two cases to the Ministry of Digital Economy and Society (DE) to investigate the facts. If it is linked to government officials, I will have to submit a letter to the National Anti-Corruption Commission (NACC). I would like to ask the public that if anyone has documents that they think are corrupt, they can submit them to me. I will follow up on this case so that it does not go quiet. Pol. Lt. Col. Wisanu stated that he had received the case.
